This is a well written manuscript making a number of very valid points. I hope it will encourage discussion in the scientific community. I have been reading and reviewing some of the preprints on Medxriv. Many (most ) of these are of very poor quality. I have some suggestions on how they could be improved. For example, virtually no authors have uploaded the EQUATOR guidelines (which could be used as a filtering tool). I have written to Medxriv to suggest that this is made mandatory, but I think its a bit unlikely that they will implement this. Maybe this paper can help.
