The paper presents a framework for general principles and guidelines for the introduction of ICT innovation (based on Cloud, then IoT is used in its broadest sense and not specific) in the Public Administration (PA). The work is of a very general nature and it is not perfectly organized. The impact of a hypothetical innovative system in the PA is ideally noticeable but this work remains on a very preliminary ground and is quite general. In addition, the principles and specifications are not adequately organized systematically nor specific operating instructions are reported.
