Please somewhere define, just a sentence , what decolonization in this context means. and relate your definition to cultural safety. Many define only as political independence so maybe clarify the scope of the definition as you use it.
Part 3. Design heading: I am NOT sure this needs more than a paragraph or how meaningful who the authors are and their qualifications...maybe an addendum to say this . And sounds kind of ethnographic with all the personal author focus.... and this is a scoping review, not an ethnographic embedded review. But if you feel strongly about describing each author and their qualifications for the work then OK. This is really my opinion.
I do feel adding a bit about ...well, ICESCR def8ined rights are the law , not just aa socially good idea. ICESCR is bounding /adjudicatable law dfor ratifies , if not on the national level then internationally in human rights courts. This means formal accountability can be ; courts and other bodies such as WhO can hold governments and others answerable to not violate the right to health. Even a few sentences recognizing the empowerment that legal action , even if more theoretical and maybe country specific. Did any references even how cultural rights are guaranteed by law , Id try to argue that cultural safety is a LEGAL right. , So if violating cultural rights by denying cultural safety , leads to violation of the right to health, there should be an accountability mechanism. I am not familiar with courts in NZ and Australia but I believe Canada did have a case about not having health info in a comprehendible indigenous language . So a bit about the legal rights all have under ICESCR,

Last paragraph. Maybe make less about the authors and more about the more far reaching and generalizable research findings and where there are still scholarship gaps..
Read over and see if you can make it a bit shorter.
Overall I nice original approach review that can inspire further work.

Excellent revision . Original focus on the topic.
My only suggestion is in abstract final sentence add governments . too " human rights approach gives a framework for health systems AND GOVERNMENTS ......Thanks you for this well done work using the human rights frame to explore the issue.
