The abstract is clair and the authors have well summarized the study. The title is informative and relevant. The authors have focused on recent and relevant references, which are used correctly.
The introduction well discusses the topic of this paper. The problem was clearly outlined. The authors have well explained the main contributions of this work. However, I can't see what 4G and 5G technologies have to do with the topic of this paper.
The method of this article is divided into three main phases. The process of selecting subjects can be clearer if the authors provide an algorithm to properly explain the process of the proposing scheme. The flowchart is not enough. Variables are defined and measured appropriately. The maintenance phase can however be more detailed in order to clarify this mechanism.
Other simulation parameters should be indicated such as Data traffic type, Packet rate, Queue length, ... The results are relevant and clearly presented. And they are statistically significant and practically meaningful.
The conclusion summarizes the contribution of the paper. It answers the aim of this approach and provides future work.
