The authors have mostly addressed my comments with some exceptions. The methods for most cases are now provided, but are unclear for the Aotearoa New Zealand or Ghana cases. The authors have also done a nice job addressing my specific questions throughout the text.

However, I still find the cases to be too short to really get a full picture of developments in each region. My main suggestion would be that this article should be either (1) broken out into separate articles that could go deeper on each case, or (2) more focused as a synthesis of experiences across the various cases.
